State of the art of the cotton research in Africa: Diagnosis and proposals for a revamping strategy

Objectives

The specific objective of teh study is to use an in-depth and well reasoned diagnosis of the state of the art of African cotton research to elaborate a proposal for a detailed strategy to revamp this research in a direction oriented towards the sustainable performance of field production, and  to validate this strategy proposal from a technical perspective. Once validated technically, this strategy proposal will enable the initiation of a political validation process and ensure its dissemination.

Description

Problems

In Africa, cotton production has experienced a boom from 1970 to 2005. However, the integrated sector model where the state was the majority player, ran out of steam. From 2005 to 2010, an unprecedented financial and economic crisis by its hardness and length, hit the African cotton sector.

 Result of exogenous factors (global cotton prices, depreciation of the dollar, socio-political unrest...) and endogenous factors (low competitiveness, privatization / liberalization of sectors, shortcomings in internal management...), the crisis led to a sharp decrease of African production. Although production has improved recently, the competitiveness of African cotton sector remains low, particularly due to the stagnation and declining yields in the field.

 After many proven success, the future of cotton research in Africa is uncertain. Progressive State disengagements from agricultural sectors and different financial and economic crises have reduced the means at its disposal. To effectively address the priority themes today, the African cotton research should evolve gradually. Before proposing relevant and effective guidelines for the African cotton research, we must first make a realistic and sufficiently comprehensive diagnosis.

Modalities for the implementation of the study

  • Phase 1: diagnosis of African cotton research through a questionnaire sent to National and Regional African Agricultural Research Systems (NRARS); the study will be continued if the NRARS show interest
  • Phase 2: Presentation of the diagnosis and recommendations (May 2016), set up of a follow-up report validation cell
  • Phase 3: circular missions in West Africa, Central, Eastern and Southern among stakeholders of the cotton sectors
  • Phase 4: submission of a proposal of detailed strategy to revive the African cotton research at the technical level
  • Phase 5: presentation and validation of this proposal, then diffusion at a meeting of the COS-Cotton and Programme Steering Committee

Expected results

  • Conducting a thorough diagnosis and supported the state of the African cotton research, including recommendations for the development of a recovery strategy
  • Organization of a diagnosis workshop presentation and discussion on a proposed recovery strategy for the African cotton research
  • Submission and technical validation of a proposed comprehensive strategy to revive the African cotton research
  • Presentation, policy validation and dissemination of a comprehensive strategy to revive the African cotton research, including implementation and coordination of elements
